Exploring how AI-powered roadway lighting can support smarter, more resilient and sustainable cities

On September 8, a delegation led by Bakhtiyar Abayevich Mukhametkaliyev, Vice Minister of Artificial Intelligence and Digital Development of Kazakhstan, visited the Zhejiang Development and Planning Institute and attended the Zhejiang (Hangzhou) Urban Digital Transformation Seminar.

Government representatives, researchers and business representatives exchanged insights into digital government, digital cities, digital energy, digital transportation and innovative AI applications. The seminar also explored potential opportunities for digital cooperation between Zhejiang and Kazakhstan.

Roadway Light 2.0: Redefining Urban Lighting

Roadway lights are among the most widely distributed public assets in a city and are closely connected with nighttime mobility and public safety. Conventional lighting systems, however, often rely on one-way control and reactive maintenance. Limited visibility into equipment conditions, delayed fault detection, dependence on manual inspections and difficulties in system upgrades can reduce maintenance efficiency.

HPWINNER LED Roadway Light 2.0 is more than an upgrade to luminaire performance. It integrates high-efficiency LED lighting, intelligent drivers, connectivity, AI analytics, energy management and digital maintenance into one system.

The system brings together connected field devices, communication networks, the HPAI management platform and HPWINNER’s AI agent, Mr. Victor:

  • Field devices collect data from luminaires, drivers, batteries and the surrounding environment.

  • DTUs connect devices to the platform through communication technologies including 4G Cat.1.

  • The HPAI platform provides centralized monitoring and management of distributed lighting assets.

  • Mr. Victor continuously analyzes system data, identifies abnormalities and supports the maintenance workflow.

Meet Mr. Victor: The AI Administrator for Every Connected Light

Mr. Victor is not simply a conversational chatbot. He is an AI agent developed for the operation and maintenance of roadway lighting systems. He can analyze multidimensional data related to voltage, current, luminaire status, battery status, communication, weather, traffic and operating events.

Through AI Inspection Every 3 Minutes, Mr. Victor monitors more than 30 terminal parameters and proactively identifies potential issues such as overvoltage, undervoltage, abnormal electrical fluctuations, communication interruptions, luminaire failures and battery abnormalities.

When an abnormal condition is detected, Mr. Victor can help connect fault identification, risk assessment, alarm notification, work-order generation, task tracking and resolution feedback into a closed-loop digital maintenance process. Roadway lighting management therefore no longer needs to depend entirely on public reports or manual nighttime inspections.

The Roadway Light 2.0 Trifusion System

Cities differ significantly in grid conditions, climate, road types and development priorities. To address these diverse requirements, HPWINNER has developed the Roadway Light 2.0 Trifusion System around three core solutions.

AI-Powered Roadway Light

The AI-Powered Roadway Light combines reliable and efficient illumination with intelligent drivers, DTU connectivity, AI inspection, remote management and predictive maintenance. It continuously monitors voltage, current, power, luminaire conditions and communication status. Long-term data can also provide indications of cable aging, unstable grid conditions and surge-protection events, helping operators move from repairing isolated failures toward managing infrastructure risks.

Emergency Energy Storage Roadway Light

The Emergency Energy Storage Roadway Light integrates everyday roadway lighting with emergency energy storage. When grid power becomes abnormal or unavailable, stored energy can support essential illumination for critical roads, underpasses, low-lying areas and locations with high pedestrian traffic. Combined with MPPT, BMS, battery health monitoring, event detection and AI analytics, the system continuously evaluates whether the emergency function will be ready when it is needed most.

AI-Powered Solar Roadway Light

The AI-Powered Solar Roadway Light integrates photovoltaic generation, energy storage, LED lighting, intelligent control and AI-based energy management. It analyzes solar generation, battery conditions, historical energy consumption, weather changes and nighttime lighting demand to optimize charging, discharging and lighting strategies dynamically, balancing lighting performance with system autonomy.

Three Types of Terminals: One Digital Management System

The Trifusion System is not simply a collection of three product categories. The AI-Powered Roadway Light advances intelligent lighting management. The Emergency Energy Storage Roadway Light strengthens resilience during outages and extreme weather. The AI-Powered Solar Roadway Light enables greater use of renewable energy and more independent operation.

All three solutions can connect to the HPAI platform and share the same digital management logic. Through web and mobile interfaces, operators can view device locations, operating conditions, alarms, energy data and work-order progress. Mr. Victor performs proactive inspections, analyzes data and supports maintenance coordination across connected devices.

Making Roadway Lighting an Entry Point for Digital Cities

During the seminar, the Kazakhstan delegation introduced the country’s digital development and the practical needs of its regions in smart-city construction and AI implementation. Kazakhstan is advancing digital transformation across its economy and society under the national Digital Qazaqstan initiative.
